3月18日，等待多时的澳大利亚签证新政终于公布了。自2011年4月2日起，573类签证针对中国学生的评审级别变更为Level 3。换句话说，所有在今年4月2日之前递交到使馆的申请还按照现有政策审理;4月2日当天及以后递交的申请均执行Level 3评审级别政策。

　　此次签证政策的变化主要对两方面材料有所影响：

　　第一：存款周期要求由6个月降低为3个月，且担保人范围扩大为任何人。

　　现行政策：

　　Acceptable sources of income

　　The money to support you and your family members must come from one or more acceptable sources, which may include:

　　■a money deposit with a financial institution that has been held for at least six consecutive months immediately before the date of your visa application by

　　? you

　　? your partner (spouse or de facto partner, including same-sex de facto partners)

　　? your brother or sister

　　? your parents

　　? your grandparents

　　? your aunt or uncle (only if they usually live in Australia and are either a citizen/permanent resident of Australia or an eligible New Zealand citizen)

　　4月2日起执行以下政策：

　　Acceptable sources of income

　　The money to support you and your family members must come from one or more acceptable sources, which may include:

　　■a money deposit with a financial institution held by you, or a person supporting you, for at least three consecutive months immediately before the date of your visa application.

　　注意事项：在现行政策中，移民局列举了担保人的关系范围。新的政策则为“a person”，意思是任何人都可以。但同学和家长们要留意的是，并不是真的任何人都可以，这个担保人依旧需要有充足的财力以及合理的理由才能被签证官所接受。这需要有丰富经验的顾问给予帮助，分析学生及担保人的具体情况，制定出最合理的资金方案，有必要的话还会配上一封资金解释信。

　　第二：申请者须提供所申请课程前两年的资金担保，旧政策为前三年

　　4月2日之前执行此政策：

　　Travel, tuition and living expenses

　　You must have enough money to pay for travel, tuition and living expenses for yourself, your partner and your dependent children for the duration of your stay in Australia.

　　You must:

　　■show proof that you can meet these financial requirements for the first 36 months of your stay in Australia.

　　4月2日开始执行此政策：

　　Travel, tuition and living expenses

　　You must have enough money to pay for travel, tuition and living expenses for yourself, your partner and your dependent children for the duration of your stay in Australia.

　　You must:

　　■show proof that you can meet these financial requirements for the first 24 months of your stay in Australia.

　　留学专家点评：

　　1、担保金总额降低

　　例：三年制本科，每年学费20000澳元，单身

　　现行政策计算担保金约为76万人民币，而新政策计算出的担保金仅为51万人民币，减少了25万的经济压力。

　　2、缩短了资金质押周期

　　现行政策要求担保金在递交签证前有6个月银行存款历史，这对于很多做生意或搞投资的家长来说会有很大的影响。但4月2日后，存款只需有3个月的银行历史即可。

　　3、担保人范围扩大

　　在以往的咨询中经常遇到学生的父母收入情况一般，但姑、叔、姨、舅有很好的收入。依照现行政策，姑叔姨舅必须是澳洲及新西兰的公民或永久居民，但新政策就没有国籍的限制了。而且一些家长的亲朋好友、学生的情侣等都可以成为担保人。但前提是有足够的经济实力以及合理的担保理由。
