Dear Visa Officer ,

I came to the US embassy to apply for a visa on June 20,1996 ,but the officer there didnot issue me the visa. The reason ,as he said ,is "You are 26 ,unmarried. Your salary inChina is 500 RMB. When you go to the US, you will not come back". I think this logicis completely inapplicable to me.

26,unmarried is a very common situation for a young man who pursues a Ph. D. de-gree. Hundreds of people of this kind went to study in the US every year. I have neverheard that a man has to marry a lady before he can get a US visa. He is not responsibleto his own life if a man really does that.

I have no relations in the US. My parents, my brothers, my other relations and myfriends are all in China. I need them, and they need me. They are very important forme to live a happy life ,and I have a lot of responsibilities to them ,especially to my par-ents. Isn’t the relationship between son and parents a strong connection?

A young person who has similar knowledge and skill in computer as me at present caneasily find a job that can earn more than 3000 RMB per month. I didn’t choose a joblike that because I want to have a better preparation for my future and go to studyabroad. China is now opening to the outside world and establishing a market economy.It is well known that in the procedure of China’s modernization ,the industry of comput-er and the study of Computer Science is very important. Computer Science is verymuch developed in the US ,while China is quite backward by comparison. In the follow-ing years ,China will need a lot of experts in this field ,and these people can get very im-portant work and very good salary.

I know a young man working for ABC now in Beijing has a monthly income of IO,000RMB. Another doctor is leading a research group in the National Center of IntelligentMachine. He has done so many excellent works that he was commended by Chinesegovernment. As I know, they both have been studying in the US. When I finish mystudy and come back, I will have even more chance to find an important and well-paidjob and be successful in my career. Also I can do more work to help my motherland’s development in a field she needs very much ,from which I can find greatest pleasure and fulfillment. I feel that I have no need to stay in the US and not come back.

The salary of 500 RMB for a teacher is not high, but the job is less stressful and I havetime to prepare for the standard examinations and the materials that needed for my ap-plication for admission to US universities. I have spent 2 years of time and 30, 000RMB (borrowed) in it. I think my endeavor is rewarding. I have been admitted andoffered plenty of financial aid by Georgia State University. I have resigned the job ofteacher, full of hone to my future.

My application materials are complete ’and true. I am only intended to study for 4 yearsin the US. I have never ever imagined that all my endeavor, all my hope can be de-stroyed in only one minute of time ,just because of misunderstanding!

紧紧抓住电脑在中国有前途，反复申辩自己学习的目的和归国的必然性。每个人都有一个一定要回国的理由，但是这个理由不可以建立在“中国有机会”这样一个笼统的概念之上，而必须把中国社会经济的发展对于你的个人专业、事业、赚钱机会有什么必然的内在的联系揭示出来，阐述给签证官。这封信就是一个把自己的专业和中国的未来结合起来的一个简单而有效的例子。它显示了申诉者的“自信”，提出了“具体”的理由，得出了“合理”不会留在美国的推论。符合美国签证哲学。

移民倾向的产生，是由于经济落差的巨大。只要读者能够“合理”地提出一个你回国后在经济上和美国的比较不那么大的差距，你离美国签证也就不远了。
